Ask much as I hate to say this. No. He isn't the second strongest Hokage. In my opinion it is:

1. Naruto
2. Hashirama
3. Minato
4. Tobirama
5. Kakashi
6. Hiruzen
7. Tsunade

same goes for itachi,he was younger than minato when he died,he could've gotten EMS,already new the uchihas kinjutsu,good at,genjutsu,taijutsu,shurikenjutsu,kenjutsu,fuinjutsu,ninjutsu(if he wants can copy ninjutsu),and has his intellect,and if itachi was hungry for power,he would be the deadliest,Alive minato can't handle kyuubi,so there is no way,so even with a perfected sage mode he can't fight hashi,DMS kakashi,madz,naruto,sasuke,kaguya eight gates guy,shisui
