I just realised it, but when Tobi took control of the Kyubi to attack Konoha with it, his attack with the Kyubi probably didn't took that long(probably something like 10minutes). Just take a look:

So if we take a good look, Tobis attack didn't last long. Something like 7 or 8minutes(10minutes at most). So normally there were not too many victims there :noc:
