Nagato may or may not be that one, because he restored the will in Naruto, and saved Konoha.

Minato could be the one to bring destruction,

He sealed the fox in his son instead of killing Obito. He left Hiruzen the title of Hokage, giving any village an easy overthrow. He left his son an orphan which caused the Uchiha massacre and Sasuke leaving.

and then Naruto is the one to clear up his mistakes

that is a great way to look at it but I have to disagree with you. It does look like Minato left a big mess and made mistakes......but those only lasted in a short term. In the long term in which we see now, his actions actually contributed greatly to how the plot is right now.
