I think Minato is definitely using KCM instead of Bijuu Mode. I've noticed people saying that he's in BM because of the hand markings and the cloak, but I don't think those really mean anything. Naruto is clearly in KCM here

Naruto has the hand marks in KCM as well as Minato. And the situation with the cloak is pretty obvious; it's just Minato's Hokage cloak being illuminated by the chakra.
These could just be drawing mistakes, but I think Minato is just in KCM
