Has always been the fastest to begin with even without KCM. With it, it will only increase his speed further and increase the gap in speed with other contenders. Just see. Base Naruto is definitely much slower than Raikage, but with KCM, he is around Raikage's level of speed if not greater, so for someone who is already around Raikage's level of speed in base like Minato, just imagine the increase in speed he could get with KCM. It would be crazy
