Im going to say the hokages because the raikages have similar fighting styles and between the hokages they have a variety of different abilities.

the raikages way more durable then the hokages plus no attacks can hurt the 3rd raikage only his own. and there is no way hiruzen can keep up with there speed minato would be saving him all the time and that would result in his defeat
