Minato, Hiruzen, Orochimaru and RDS.

This is kinda confusing tbh. We know that Minato used RDS to seal half of the Kyuubi in himself. I know he didn't seal all of it, but he sealed his chakra from all over his body, so it shrank, instead of having its body parts disabled.

He died shortly afterwards, but after Orochimaru revived him with ET, he was capable of using Kyuubi chakra.
