Minato needs to make handsigns for that, PS Sword Slash fires off much quicke
the time it takes for him to activate susano with seals, stablise it, and then swing his sword is much slower than minato's two or three seals and creation of the barrier.

It took him 5 seconds to do all of that, and Minato wouldn't even know to start making the barrier before PS comes as he has NO intel on Madara's abilities. He would obviously start when PS is about to swings its sword but by then it will be too late.
