I'd like to start off with this scan. Kakashi states that Naruto took a jutsu Minato couldn't complete "to this level".

"to this level" would imply that he HAD at the very least started it, which of course is the Rasenshuriken. Minato, since he did not have the same Kage Bunshin training method, was not able to perfect his Rasenshuriken "to this level". At most, he had an incomplete weak version of it.

Other translations state the 4th couldn't perfect this exact jutsu.

And then we have this. Notice how Minato is able to cut through Bee's entire tail with one swipe- and one kunai. Do you honestly believe a kunai could do that?

No, Minato infused the wind style with that attack. Another reason this is apparent to me is that Minato's not an idiot. He would have realized a kunai couldn't have damaged the Raikage's lightning shield at all. He infused wind style with the swipe to give it a little more "oomph". At the very least, it knocked the Raikage far away.

Hopefully we will find out shortly in the upcoming chapters if you are correct. There is a possibility.

The "jutsu" Kakashi refers to is just adding elemental chakra to the Rasengan. Also, the kunai that Minato wields is mentioned specifically to be "heavy because of its odd shape" (chapter 239, page 8), as well as not being shown with any chakra shroud around it implies that it is simply his kunai. (in the scan you provided)
Nice thinking though.

Because I know he's not cutting through the Hachibi's tail with a kunai.

why is this such a heated topic? What does it matter if minato had wind style or not? Is it gonna make him better or something? If he had wind style, he obviously knew it wasnt good enough to use in high pressure situations like with obito. HIm having wind style doesnt change much at all

It adds to his Jutsu arsenal, which in turn makes him stronger in the eyes of the viewer.

Not at all, they always said minato's greatest justsu was the rasengan that he created and that naruto's futon was that of his own. Although I guess I could see them pulling some crap like saying Minato also had futon, but hid it from everyone else cuz it was dangerous. Regardless, doesnt him being able to use rasengan ensure the fact that he can use wind style? -.-

Rasengan is just high level chakra manipulation, no element is linked to "normal" chakra manipulation.

"To this level" could also imply that Minato did succeed in inducing his nature manipulation within the Rasengan. It's still unclear. It's merely a theory at this point but good evidence. I for one do believe that Minato had Wind Release.

This is not proof, but the slice on Bee's tentacle does suggest that Minato had wind element. I also have a theory thread on this if you're interested on reading.

The question i have then is can u add any kindve element to rasengan then? If its only wind then itd be obvious that minato would be able to use wind element, otherwise thered be no point in him creating such a jutsu.

*edit* His name does mean waves of wind so I guess thats a hint at it? Lol

I think he could use fuuton and suiton judging by his name: "Minato" means "harbour" (港) and "Namikaze" means "waves and wind" (波風).
