I think this makes sense since the kages arnt at full power so naruto would use some form of rinne tensei to make them all flesh and blood and all powerful again. Naruto said earlier he feels like he can do anything.

That's not what I meant. You can see a bit of Minatos arms now. So it looks like they're regenerating.
