Other then his inferior version of FtG and slower base speeds, yes I suppose. Expect he is still lacking offensive jutsu. He has maybe two that aren't going to cut it against most opponents

His FTG isnt inferior, he just doesnt use kunai to travel. The core property of FTG is that you are able to move instantly, & since that's what tobirama can do then I see no reason why his FTG is inferior to minato's.

& his edo tensei bombs are more than enough in the offensive department, add in his suiton mastery which kishi is bound to show us & his offensive jutsu>minato's.
