He was hokage for less than 1 year. How much could he have really improved. A was almost non-existant in this fight. Minato showed him inferior many times. Comparing Pre MS Sasuke - EMS to this is laughable.

Minato was fighting B and A and they're a hell of a tag team. You cant judge if he ties up with B just basing it on a page and an exchange of 2-3 moves.
And i think Most people underestimate B on the base.

After knowing about Bee's identity, konoha ninjas decided not to go ahead with their mission, but even if minato could directly ftg to his house, others would've got killed by raikage & Bee, so minato decided to get a stalemate with A & bee,meanwhile his comrades escaped away...he could've injured Bee the same second he landed behind him....
