He then moved out of the way before the Amaterasu could hit him.

Common sense should tell you that Amaterasu travels... or else he would have been hit by it.

thats how fast raikage moved, it began to spawn at the user's focal point (his chest) and he had fast enough reactionto move out the line of sight, probably because he felt heat, amaterasu does not travel, it spawns at the point being focus on by the user

and what makes you think minato doesnt have reflexes on par with raikage? to move the way he moves his mind has to asses things in real time, simply because he isnt augmenting his reflexes with some technique doesnt mean his reflexes are not beast

Minato's reflexes have been stated to be on par with Raikage's reflexes in V1 armor.

Raikage needed V2 armor to dodge Amaterasu.

This means Minato nor Raikage in V1 armor would be able to dodge it. It is as simple as that. If you cant come up with an argument to say otherwise, then go cry somewhere else.
