Fast movement speed isn't required to dodge an attack such as Amaterasu if you ask me( not confirmed , simply a thought), reaction speed enhances your ability to evade/dodge. Minato has far above avarage movement speed and yes with this speed alone he might not be able to dodge it. Add up his movement speed to his reaction speed, which is unbeated(excluding current Naruto) and he will(IMO) dodge it.

Minato can evade Raikage V2 and Raikage V2 can evade Amaterasu... that should tell you that Minato can dodge Amaterasu because the Raikage V2 was able to evade Amaterasu. It's not difficult to understand. And ABC logic works with this very well... not with other things, but it does with this one.
