Im not a minato fan but clearly you're wrong. Amaterasu is a jutsu that needs to focus on something to actually hit it. If a target is too fast the user cannot hit him.

a few things happen before sasuke' amaterasu- his eyes bleed and you can see that his eyes get strained BUT none of these things are what helped raikage as he moved just before the flames got hold of him. It is not like raikage saw the flames coming out of sasuke's sharingan and coming towards him

minato has both reflexes and ftg
It should be noted that ppl will say raikages v2 reflexes allowed him to dodge him and Minato can't dodge it. That's actually a flawed logic. Raikage relies on nerve transmissions to move his body and even then his speed<<<FTG. That's why he just barely dodged it
Think of it as this way. Two ppl have to open a door. One has to run all the way to open it and one simply has a button to open the door. Both get the job done

but during the battle between susuke and itachi
when itachi used the amaterasu on sasuke, he was not able to hit him cuz of his constant movement and concedring the fastest ninja of all tym it might not be a problem

it manifests, and as seen in the sasuke vs raikage fight just because it began to manifest at a point doesnt mean its attached to the focal point because raikage dodged, its safe to say minato has faster reflexes than raikage or we wouldnt even be talking about him, this thread is invalid
