if we take edo tensei out of the equation, I don't see anyone beating Minato. MAYBE BM Naruto or Rinnegan Obito, but even that is a tough call.

I would possibly say Madara but Rinnegan was never really part of his arsenal until he was on his death bed anyway. So Rinnegan Madara doesn't really count.
