Its true that from what we've seen FTG is instant, but minato's reaction speed isn't anywhere near DB level let alone DBZ level.

If the battle starts with the DBZ character looking at minato, and he teleports anywhere within within the horizon and ki-sensing range of a dbz fighter he will get blitzed before he knows what hit him.

His only chance to get away would be to teleport to a city hundreds of miles away and hope his ki signature blends in with the populace.

dont work like that, ki can be sensed almost anywhere on the planet if it isnt lowered to zero, and they can point out someone with their unique ki signature

If what you are saying is true, then vegeta would have found gohan and krillin on namek despite gohan and krillin lowering their ki to avoid detection.
