In a fight with no knowledge on either party, Minato can beat just about any shinobi.
Why?
Minato throws a kunai, purposely missing so it can be dodged and is now behind the target. The target assumes he just threw a bad kunai.
Minato then FTG's, the target is left confused as to what happened.
Minato slits their throat/rasengans them, or uses a different strategy depending on his opponent.
