Yes he can summon toads but he can't summon Ma and Pa ....It requires huge amount of chakra to summon them....!
With Minato's chakra levels he can never Summon any one of them.......

Minato is skilled enough to fight against Hashirama and Madara but he didn't born in a blessed to be able to fight on par with them it is difficult even if u born in a blessed clan to fight against them and for some one like MInato is same as daydreaming to be able to beat them......

The person that made this thread used a logic for the first time in this thread....
as he said Minato had marking's in somany places and it is already proved in Manga that a FTG mark can't be erased....
So escaping those attacks isn't a big probulem for some one like Minato .....
