I see no excuse made on a scene where Bee could have gotten killed before entering Bijuu-mode. You're the one making excuses here in making a claimance concerning Bee's Bijuu-mode when the guy had no reaction time to even do it. You may have thousand techniques, but if you are incapable to react to an opponent, you may not even get the possibility to use them. Exactly what happened during the fight

I don't see the difference between the current Bee and the Bee who fought Minato. He has the same abilities, nothing suggests he is now faster.
