minato and tsukuyomi

There is no such scan. :/ Though if you possess a bijuu and tame it then they can break you out of a genjutsu after a few moments that you are caught in it. Other than that, everyone is suscpetible to genjutsu, and no one has a chance at breaking Tsukiyomi unless you are an Uchiha w/ sharingan.

Itachi has the fastest reaction time and reflexes in the series according to the databook, along with Gai. He even managed to activate his susanno before Kirin could hit it (and he didn't activate it while Sasuke was talking but after Sasuke had finished and ordered it to strike him).

Finger genjutsu would be a huge problem for Minato. If caught in it Itachi woud be capable of taking out Minato before he dispells it.

Minato isn't allowed to even look at Itachi or it is over.

^It takes time for a bijuu to break their host out of a genjutsu, w/ Hachibi he took 5 seconds to break Bee out of it. That's more than enough time to kill someone and therefore genjutsu is still very dangerous. What happens if Itachi uses genjutsu on Ma and Pa first? lol. Shukaku Nara also stated that Itachi is the only shinobi to exist that can still use genjustsu from beyond the range of sensors.
