Minato!

Hiruzen gave up his position to Minato because he knew he was stronger than him.
I dont remember where it states his reason for giving up his position as Hokage. He was getting old and at some point he had to give up his position anyway, so why not to minato, actually Hiruzen said he actually wanted Jiraiya to suceed him but he refused.

I will always go with Hiruzen, The Professor, 3rd Hokage, God of Shinobi, and the teacher of the 3 Legendary Sannin.

Kishi said himself that in his prime, Hiruzen was the most powerful Hokage ( in the 2nd or 3rd Databook, forget which). In Part 1, Jiraiya said that Minato had the potential to become the strongest ninja that ever lived, but he died before all of that potential was realized, what with him dying in his twenties and all. A echoed this in Part 2, as he said that Minato's skills were so far advanced that he didn't think anyone could ever surpass him.
