He is faster than Raikage, Obito, and everyone else FOR THE MOMENT. And true right now noone can touch Minato in speed and reflexs. But Naruto is closing in and will probably completely suppass his father (not just in power but speed also). And I believe Sasuke will follow not to minatos level but probably close 2nd.
