Imo Team 1 can wins high difficulty both can use
genjutsu ( Gama rinsho and Shinkiro ) which is the best way to handle Kisame
itachi's susano can be taken out by multiple jokey boy explosions
JB is faster than gaara's sand, Totsuka will never catch jokey boy, until itachi get exhausted

Minato and Second Mizukage win,,,

--Minato tags the mizukage as the duo can evade all their attacks with FTG,,

--Having no intel on the mizukages genjutsu is a liability to team 2,, as the mizukage can spread the mirage which will still affect itachi and kisame despite the notion that the formers sharingan can detect that clam,,,,since the clam itself is a mirage

--minato can mark kisame rather early in the match-up,, since te latter is a CQC fighter and has no intell on FTG,, once Kisame is marked,, the team has multiple ways to finish him off,, as i still dont see how Kisame survives from being beheaded by minato

--kisames CQC abilities and suitons are also not effective against the mizukage due to his liquifying abilities,, and his oil can also be used,,, as the duo can finish him off rather early,, as using the waterdome would also cost itachi

--genjutsu from itachi is not happening since the duo would be aided with FTG and their speed would be too fast for Sharingan to decipher

--Joki Boy can be used by mizukage to put itachi on the defensive and sine the latter would need his susanoo for defense and the steam imp can block the LOS in-order to counter amaterasu,,,, and with itachi being in his MS form,,, he would suffer from the drawbacks from overusing his MS,,

--Minato and trollkage can also attempt to outlast itachi since the latter would need his susanoo to avoid getting marked

Kisame floods the area with his water dome and then detects the clam with water like Gaara did with sand. Clam then gets Totsuka'd or one shotted by Daikodan. Minato can't throw kunai around since he's underwater and summoning sharks eventually tear team 1 to shreds.

Edit: Just remembered Kisame wouldn't flood the battlefield or else it would drown his partner. Perhaps he could just kill Itachi and then solo the other two.
