Even tho I love J-man, Gai is too much for him. Overall, most of the non fodder shinobi have outclassed their predecessors during this Shinobi war.

Only way Gai would win is if he went full gates on Jiraiya but in that case he'd die too. Sooo

I'm tempted to say 7th Gate Gai would win this, only assuming that Jiraiya starts off in base. If Jiraiya starts in Sennin Modo, he'll win. Obviously 8th Gate stomps to high hell, but I'm assuming you forgot to restrict it.
