As long as if he can force them do it. Reason someone like Kakashi is tie with him. Kakashi has one sharingan, it doesnt matter if he can see 1000 moves ahead which happens when you are inferior than him always.

And it is not Pre Cog, if Kakashi can see a move from him, then he can counter it in a way he wont expect.
