There is so many people who can beat Gaara its hilarious. 2nd Mizu would have won if Gaara didn't use his dads sand or if he was trying from the get go. Onnoki would beat him. Muu would beat him. Kisame curbroflstomps him. Any raikage would beat. Hell even Mei has a shot. Gaara is nowhere near a real top ten list.

Some of the attacks with gaara was showned during the war. But honestly does it make a diffrence since gaara can create his own sand from the ground. And the Madara i speake of is the immortal one we see now. He must simply rip there souls out of the body to defeat them.
Gaara has shown that he can rip people out of susanoo and block amaterasu. Itachi and sasuke arnt much of a threat to him. He is tied with hashirama. And i honestly dont beleive minato can physicall touch gaara. But remember that all of this is my opinion.
There only soo many dust releases that onoki can make with his older body and lower chakra reserves. I honestly dont think gaara would get hit with jinton. Perhaps his sand clones will get hit, but not gaara himself. And as soon as onoki shows any sign of fatigue its game over.

I know alot of people will not agree with what they see, and i will try to do my best to explain why everyone has gained the position they have. My list does NOT take hype into account. I have deduced only off of the power we have seen either in the manga or anime. And Explaination will be given with each character. 2. Obito Uchiha
Obito has recently shown us that he is truely a force to be reckoned with. The reason he has been Placed as number 2 on my list is because of his Jinchuriki Paths of Pain. The ONLY 2 people in the manga who stand a chance against 6 Bijuu's with Rinnegan capabilities and Sharingan reflexes are Naruto and Madara. This Alone gave Obito the #2 spot. And he also has other abilities to help add to his strengths.
- 6 paths of Jinchuriki
Full control over 6 jinchuriki's and Bijuu, all endowed with rinnegan and sharingans. Also because they had Edo Tension bodies, they were able to regenerate and had unlimited chakra.

Nagato Uzamaki is #3 because of his Mastery over his Rinnegan. He has shown that he has a large chakra pool and he is also battle smart (as we know from his ability to utilize his 6pop at such a high level).

4. Naruto Uzamaki
Naruto has become extremely powerful over the years. Now he has surpasses the kages and his peers. Naruto has massive chakra levels, Extremely powerful techniques, The fastest character in the Manga, at least the second physically strongest character in the manga, and the only person to gain the abilities karuma.
- Sage Mode
In Sage Mode, Naruto's overall physical abilities are dramatically enhanced to the point where he could throw entities much larger than himself with little to no effort. His durability increased to the point where he could fall on a bed of spikes and not even be damaged, as well as surviving the Giant Rhino's charge despite it tearing up the land behind him with its impact. His speed increases to the point where he was able to intercept a charging Asura Path, which had been using its chakra boots to attack Tsunade, create a Rasengan and slam it down before it could even react, showing him covering a considerable distance in a short amount of time. Also while in Sage Mode, Naruto gains a sensory ability to detect and identify other people's chakra from very long distances.
- Kyuubi Mode
With Kurama's power under his control, Naruto's strength is significantly increased to the point where he can push a fully formed Tailed Beast Ball through a multiple layered barrier with one arm, and knock down Tobi's Demonic Statue of the Outer Path with an uppercut. In this form, Naruto was able to surpass the speed of a fully charged A, who was currently the fastest shinobi in the world. Though he can still feel pain, this form's chakra shroud gives Naruto a great amount of protection; regular swords are unable to pierce it, and extreme physical attacks do little damage. Naruto also gains Kurama's ability to sense negative emotions, something that not even the best sensor-type ninja can do.
- Bijuu Mode
This state gives Naruto the ability to seemingly manipulate the full extent of Kurama's considerable powers. It basically can do everything Kyuubi mode can do, plus use Tailed Beast Ball and create a kurama chakra cloak.
-Shadow Clones
Naruto is the Master of the shadow clone. Being able to many 1000+ clones and create deceptive stratigies with them, he basically has his own Army of Kage level clones.

5. Gaara
I know alot of people will dissagree with me putting gaara ahead of hashirama, and some may say that doesnt even belong in top 10, But i strongly disagree. First His techniques: Gaara is by far the best stationary fighter in the manga, and overall has the best defense (automatic) and a very versatile offense.
- Defense

Auto Defense -
Gaara has many types of defenses, but his most notable one is his Auto-Defense which is produced by his mother. Gaara doesnt even need to be aware of an attack for his sand to protect him.

Created Defense - Gaara has created his own defensive capabilities that are very effective in combat. One being his Sand Dome which completely protects his with 360 degree defense. Using the hardest minerals to form the sand.

Another is his sand armour which he constanly and often utilizes. This tech is a back-up for gaara in case someone gets pass his auto-defense. It is nowhere as resilient as the Shield of Sand, since it easily breaks away upon impact, indicating that the sole purpose of the armour is to absorb impact channelled unto Gaara's body during battle

Lastly he has his wall of sand which gives him a powerful defensive shield which encampuses a larger area. It is incredibly strong, being able to withstand a C3 explosion from deidara.

- Offense
Gaara's offense is extremely versatile, often comprising of catching enemy with sand and destroying them with it. Gaara is known to summon large amounts of sand onto the field using his Sand Avalanche

Gaara also has other sand techs that are devastating if they connect:

Now for My reasoning as placing Gaara 5th on my list and above Hashirama.
Gaara has shown us that he can make sand to flood the field on the same or even a greater level than Hashirama can make Mokuton. Which means when it comes to their ability to minapulate and change the landscape, their power is pretty much equal. Gaara has many advantages over Hashirama though.
1. Gaara can fly (which puts hash at a disadvantage because gaara can use his sand to go after hashirama while he is safely secure in the air above hashirama's trees.)
2. Gaara's sand is more fluid than hashirama's trees, which means that it can easily slide through his trees to get to hashirama more easily then hashirama's tree could get to an aerial gaara.
3. Though hashirama has superior healing abilities, if he steps on any of gaara's sand he falls victim to quicksand waterfall flow and is instantly dragged 100 meters under the groung and compressed to the point where he cant form hand seals nor move period, which means he will forever be stuck or sealed. Just as Gaara did to Kages. Distract him with an aerial attack than grap him from underneath.

4. Gaara's defense is superior to Hashirama's wood style. Gaara's sand withstood C3 explosion from Deidara, and the steel-like bone attacks from kimmikaru. Hashirama's wood stlye is strong but it is not a piercing force. And if we use A>B>C logic its clear to see. And yes A>B>C logic can be used with tech strength. C3 explosion > Mokuton, Gaara's Defense > C3 explosions, so Gaara's Defense > Mokuton.
Gaara has been a extreme force in this war as well. He had enough chakra to fight 4 kages and seal 3 of them and still had some chakra to fight edo madara. And if Edo Madara wouldnt have had Rinnegan, then Gaara would have sealed him as well. He easily held down madara's susanoo and yanked him out of it, which allows me to believe that Neither itachi nor sasuke should be abouve him because he can do this

6. Hashirama Senju
Hashirama is a very powerful shinobi. Madara even noted him as the strongest shinobi of his TIME/ERA. But I think too many people over-rate him based on his hype and rumours. We have never seen him in action other than what we have seen of his abilities whilst he was an edo. I rated him solely on what i have seen or can prove through manga or anime. And based on what i have seen i would place Hashirama 6th. IMO he is on the same level or a little bit better Than EMS Madara, seeing how they were rivals and hashirama couldnt kill him, only wound him.
-Mokuton
He was most famous for his unique Wood Release techniques, a kekkei genkai that is a mixture of earth and water-natured chakra that creates this new element. By converting chakra into the source of life, he was able to create trees, causing them to grow to great sizes and manipulate them to diverse shapes and battle uses at will. He could create clones of himself, massive forests, or create gigantic flowering trees which were able to put targets to sleep. In an instant, he could shape the entire battlefield for his own uses.

-Medical Ninjutsu
According to Madara, Hashirama was also able to use medical ninjutsu. His skill with which were such that he could heal himself without forming seals, and from the medical ninjutsu that his descendant Tsunade — who is considered to be the greatest medical-nin in the world as it is — has displayed, Madara surmised that his medical techniques were also on an entirely different level.
6. Hiruzen Sarutobi
There is a 2 way tie for 6th place and Hiruzen stands as one of them. Even in his old age, Hiruzen was still a very powerful shinobi. Hiruzen was also called The Professor due to his mastery of all forms of shinobi combat, and his vast knowledge of techniques, purportedly knowing all the techniques within Konoha. This title also came from creating a considerable arsenal of original techniques. He was able to fight 3 kages level opponents at once and hold his own. He then defeated the Edo's of the first and second hokage and severely crippled orochimaru. What impressed me the most about hiruzen the most is that he showed that he had counters for the 1st and second hokages signature techniques. He was able to counter Mokuton and he was also able to evade the 2nd hokage's massive water techniques with his own massive scale earth style wall.
-Monkey-King Enma/ Taijutsu
Its was said that when Hiruzen summoned Emna in his prime he was Invincible. Enma becomes a diamond hard staff that hiruzen uses w/ his advanced taijutsu skills. Hiruzen taijutsu was shown to easily be superior to Hashirama and Tobimaru's in the battle.
- Ninjutsu
Hiruzen had mastered over 1000 jutsu's in the hidden leaf, and he has shown us his mastery over Earth and Fire style jutsu. He was noted to have enormous chakra reserves in his prime, but even in his old age was shown to have the chakra reserves to use multiple large scale earth techniques and some powerful fire techniques and still had the chakra to create 2 shadow clones and summon enma and the death reaper. Look at this video and pay attention to how large that earth wall is that hiruzen created. Even at an old age he created a mountain like rock wall.

- Databook
In the databook, Hiruzen has 5's in Ninjutsu, Taijutsu, Genjutsu, and Intelligence, and also had a 5 in handseals. He is the only person in the databook to ever have all 5's in every jutsu category + intelligence.
8. Itachi Uchiha
He is placed in the 8th in my list, mostly because he is a genius just like Minato and Hiruzen, and he is very powerful as well. Even at a young age, Itachi's intellect and talent showed their brilliance in everything he did, as even his teachers said his progress hardly required any help. In the few battles he had been seen, Itachi was shown to be an incredibly powerful ninja and has gain praised from allies and foes.
-Shurkenjutsu
Itachi is a master at this craft, which involve the usage of shurikens. Itachi could perfectly hit an intricate set of nine targets, one of which was hidden in a blind-spot, by accurately deflecting one kunai off another to ensure they struck mark.

- Genjutsu
Itachi was a master of genjutsu. Itachi could cast one by merely pointing at someone or turning opponents' genjutsu against them. According to Ao, he could even use his genjutsu to take control of other individuals from a long distance.

-Mangekyō Sharingan
With his left eye, he could use Tsukuyomi, a genjutsu that trapped opponents minds in an illusory world, torturing them for what felt like days in a matter of seconds. With his right eye he could use Amaterasu, which created controllable black flames that could burn anything. His final technique was Susanoo, a technique that used both eyes to create a spectral being. It wielded the Sword of Totsuka, an ethereal sword with the ability to seal anything it pierced into the gourd that served as its hilt, and Yata Mirror, a shield that could reflect any attack. With the Susanoo also came his most powerful long-ranged attack, the Yasaka Magatama. It was said that while itachi was inside his Susanoo he was invincible.

8. Minato Namikaze
Jiraiya had said that Minato was one of the most gifted shinobi who ever lived and was also believed to be one of the strongest shinobi that ever existed. During the Third Shinobi World War, flee-on-sight orders were given to enemy shinobi should they ever see him appear on the battlefield. Minato was also capable of counteracting the Nine-Tails' attacks to the point that Tobi found it necessary to intervene and stop Minato directly. After their battle, Tobi was forced to retreat due to being severely injured by Minato. He even complimented Minato and stated he was worthy of his title of "Fourth Hokage".
-Flying Thunder God
Minato was famous for his unique space–time technique, the Flying Thunder God Technique, which essentially allowed him to teleport to any location. By throwing kunai that had the seal attached to them behind enemy lines, Minato could wipe out an entire platoon in the blink of an eye. Minato could teleport to his special kunai even as it travelled through the air. He was also capable of applying the seal to solid surfaces with his bare hand, allowing him to tag opponents and give himself an easy way to track and reach them.

10. Sasuke Uchiha
Though im not a fan of sasuke i will give him his recognition a being in the top 10. The reason sasuke is on th bottom is because we havent seen much of his EMS so its hard to judge what he can actually do. And i also dont like the fact that out of all the people sasuke has hit with amaterasu, none of them are dead.smh On the other hand, Sasuke is hailed as a genius, even by the Uchiha clan's standards. Scoring the highest in the performance tests and one of the highest in written tests, he easily graduated at the top of his Academy class. Sasuke has a great arsenal of jutsu to allow him to be called powerful.
- Ninjutsu
As a true genius ninja and member of the Uchiha, Sasuke has great proficiency in Fire Release nature manipulation. By age 7, he had already mastered his clan's rite of passage technique, the Fire Release: Great Fireball Technique. After learning that Sasuke can also manipulate Lightning Release nature manipulation Kakashi taught him the Chidori. Sasuke's most powerful elemental technique is Kirin, a lightning technique that uses natural lightning as opposed to chakra, allowing Sasuke to perform it even when visibly exhausted. If there are no thunder clouds available, Sasuke can use a powerful fire release technique to create thunder clouds. Sasuke then takes control of the lightning, shapes it into a kirin, and then brings the lightning down on his target. The technique is so powerful that it has the ability to destroy a mountain. After adjusting to his Mangekyō Sharingan powers, Sasuke has developed an advanced Fire Release known as the Blaze Release; an element that draws its power from Amaterasu. When did that happened? Fighting against someone doesn't equal to be on the level or beating him. Anko fought Orochimaru in part1, but we all know that she isn't not on his level. And what did he did on EMS Madara? During all the fight between Kages and Madara, not even sure if i saw Gaara. I think you overrate him. Here is my list of people(base on feats) who beats Gaara:
