Metaphor for atomic bomb?

So I was thinking. Nagato's old plan was not the eye of the moon plan, but it was the plan in which he would gather all the tailed beasts and use their power to create an ultimate weapon. He would distribute the weapon to each of the 5 great nations, and once they saw the terror and awfulness of the weapon, the countries would know pain and mature through their pain, and no longer fight in wars due to fear of getting bombed by the ultimate weapon.

Which leads me to my question. Was this "ultimate weapon" a euphemism for nuclear weapons, namely the atomic bomb? Parallels could be drawn between Pain's Shinra Tensei that destroyed Konoha to the destruction caused by an atom bomb being dropped on Hiroshima. Is this what Kishi was trying to say? Or nah?

Obviously. It's a comparison to the arms race and the cold war, with the jutsu being a reference to the atomic bomb, which has led to an atomic standoff.

No. He was just going to make a super weapon out of the bijou. Obviously the super weapon would be the juubi. It isn't a metaphor for atom bombs. Godzilla is though.

Nah its just that Nagato does that regular villain illness, "tell the hero your master plan so he can ruin it later".

Kishimoto's dad was a soldier or something when so I'm guessing Kishimoto had strong feelings about war and such.

Could be. Probably not, but it's an interesting take on it. It may not exactly be a metaphor for it, but maybe he took inspiration from those things and modified them for the story. Does that make any sense?

Now that I think about it, whatever happened to this plan? Nagato knew about the Eye of the Moon plan all along, why did he lie and say this was his plan...? (maybe it was Yahiko's original idea?)
