Meruem by a good margin, but i would say it depends on his mindset. If he isn't serious Netero can keep up with him, otherwise it's a no no. Post Miniature Rose Meruem is on another different level.

Meruem was progressively understanding Netero attack pattern, which allowed to to eventually tear an arm and a leg. And for him to do that he would need to react to Netero superior strike speed.
