We are allowed to make a Menma bio? I'm sure we can't since he is Naruto(Menma) and is still the Kyuubi jin

Actually almost any character. Certain characters like Hashirama, Obito, Madara, Pain, and some others require permission from a Mod and require battle tests (for instance use of the Rinnegan) in order for them to be approved.

People like Hashirama who have kekkei genkai like Mokuton or belong to a special clan (Like the Hyuuga) require you have a certain rank/number of posts and had training under an offical Sensei to master their seperate elements (Water and Earth etc.) Before you can begin using Mokuton.

Other than that. many of the characters Like Naruto and Sasuke can be used by any number of members (though now that they both have rikudo feats this may change.)
