i believe she is a very strong kage. She has unique jutsu and is also the person who changed the Bloody mist and made a respectable village out of that shitplace. So yes, strong woman and a great leader.

The weakest kage in history? Gaara's father was certainly the weakest kage shown until now. By feats she is kage level, she attended the 5 kage summit wearing a mizukage hat, a very impressive feat

In combat, she melted Sasuke's low level susano'o, BUT this is a major feat because Raikage was unable to damage Sasuke's susano'o without sacrificing 1 limb per attack. Gaara's jutsu combined with Temari, Darui, and Kankuro couldn't phase Sasuke's susano'o. Therefore Mei has more powerful attacks than Gaara or Ay
