Its most certainly Tsunade, she was able to crack open madara's susanoo with one punch not to mention her mitotic regeneration would turn the battle to her favor.

mei, has 2 KKG and master over water and fire, taijutsu skills prob on par with a low level jounin, genjutsu maby that of a high ranked special jounin and high stamina

tsunada has zero elements and jutsu the in the top 3 for taijutsu and the most powerful and medical but from what ive seen a couple of pretty good genjutsu and extrememly high chakra with back up chakra.

all in all mie beats out tsunade by 2 points

-shes can keep her destance and not get hit by those high level og taijutsu and medical jutsus

-she has seperior tactical skill and could out monover tsunade

first of all it is spelled opinion not "opion" so your the fool. second it took mei and about ten others to fight just black zetsu and they still didn't finish the battle by the time naruto came. third i dont see anything special in her tactical skill. and there is no proof she is faster than tsunade.
