Imo, either Mei or Tsunade have the best chance.
Mei can go all out with her Vapour Style and Tsunade can ultimately rely on her One Hundred Healings should anything go wrong.
Konan doesn't seem as well rounded and Kurotsuchi's battle prowess is mostly unkown (even before she became Tsuchikage).

Tsunade has the highest chance of winning.

Then Mei, then Konan, then Kuro (ONLY because we don't much about her.)
