Lets be honest, Orochimaru would grab Mei with a snake or something and stomp on her. Even though Mei has her acid and lava, Orochimaru can still dodge most of her lava attacks and he can use oral rebirth if he gets melted.

I'd probably give Orochimaru the win at about mid difficulty if ET is restricted. Oro's a horrible match up for Mei since so far her best "killing technique" would be a direct hit from her lava release and even that's debatable against somebody designed to take and repair the opponent's damage. Being able to hide underground also gives him a lot of opportunities for a surprise attack.
