i go with kushina cause her chackra and the kyuubi and she is mad hot

cant really know. All we know is kushina was a jinchuuriki and had seals. not really enough. we don't know her speed, taijutusu ability, if she could do genjutsu, or how much control she had over the kyuubi. and for mei, not much better. so, n/a due to lack of information

Can't say for sure but I would be inclined to say mei just based on the title of Mizukage. I have no doubts Kushina was a great Kunoichi but I believe Mei became Mizukage for a reason (of which we have yet to see) so I'll say her...

However if we ever do get a glimps of Kushina fighting and learn more about Mei then we could have this discussion (Mei's hotterxd)
