Konan had to rig Amegakure with those bombs. It's going to take her some time to do that again also to be fair Mei's full abilities haven't been seen yet, we've only seen two techniques. I also want to know what the deal is with Amegakure now, both Nagato and Konan are gone now, who's running the joint?

But we don't know Mei's best yet so we don't really know what other tricks she has.

Oh and if they're at civil war somebody's gotta be takin charge of each side I mean you can't have a war without some order base leading it right?

IMO, Tsunade would win with a lot of difficulty. Monstrous Strength, Intelligence, Advanced Medical Ninjutsu and a Summon that can spit acid.
