Jiraiya wins this with ease. Gamabunta with his oil in conjunction with Jiraiya's Katon attack would over-whelm her easily. If the summons are restricted, then Mei's acid mist alone gets the job done, followed by her lava attack.

I'l say mei,her mist could blind j-man and his toad. Why do eople keep talking about summoning 3 boss toads at once?,when has he done that before?,he didnt against a rinnegan user did he?.

Her acid mist would burn anything that comes near it,and j-man would have a tough time fighting her in there,it was able to melt susanoo,how much more simple toads and skin.

Also,the water source will give her a boost,as she dosent have to spend her chakra making the water like against madara.

Her larva attacks can also be shot at the toads

jumping up isnt a good idea,and seeing the attack while engulfed in hidden mist and choking with acid mist is going to be even harder. Also mei can increase the pH level of the mist to the maximum as well.

I'd say mei takes it high diff

Sage Art: Wind Release Dust Cloud (creats a dust field as big or bigger than Boss toads) + Fighting Tongue Bind (Sensory tongue, doesn't need to see, wraps opponents) + Fighting Tongue slash. GG in under 10 secs.

Mei mid-difficulty.Stop underrating her.Jiraiya needs sage mode to put up a good fight against her.She doesn't only have short/mid range jutsus,but she also has things like this

She would eat completely his toads with those attacks,including him.The fact that she doesn't need to use seals for this jutsu(while Tobirama needs 1 at least,and if you don't remember it requires more than 40 seals) makes the underrating thing stupid.Also the size of that depends on the users ability.
We have to take into account that annoying techniques like the mist one makes her a fearsome opponent too.Base jiraiya is not winning.

how can you clear a mist with fire?,and while j-man is trying to get around it,she can easily hit him with a water dragon,and since there is a lake here,it will easily knock out bunta. You are wrong about the acid mist,it is only useless where she has allies,she herslef cntrols the pH level of the mist,and she herself makes the mist,when zabuza used hidden mist against kakashi,the mist didnt spread out,acid mist is just the same thing,she can easily use it anywhere.

Larva globs can be dodged,larva apparition isnt so easy,especially as it rains down on the opponent,and it creates smoke,allowing her to hit him with a faster attack.

With a water source,and hidden mist,dealing with a toad isnt a problem. She beats base jiraiya

I think for this to be battle worth mentioning all forms of summin most be taken away from Jiraiya. She doesn't have what it takes to challenge a sannin and their respective summon simultaneously.

Come one, lava style and boil release will do the trick. Jiraiya has no counter for that, not even with Gamabunta. But I see people get biased in favor of J-man, only coz Mei was quite useless against Madara...So what, she got Sasuke, her acid could melt even Susanoo.
