Never said that. Simply said Gamabunta's water bullets beat Mei's jutsus while Jiraiya roasts her.

Base Jiraiya wins. Mei doesn't have the juice to handle the three boss toads at once. She may have a resistance to fire-based attacks, but it won't be too much of a factor, since they can simply overwhelm her with physical attacks.
