Mei Terumī (照美メイ, Terumī Mei) is the Fifth Mizukage (五代目水影, Godaime Mizukage, Literally meaning: Fifth Water Shadow) of Kirigakure. After the dreadful reign of Yagura ended, she became Mizukage and worked tirelessly to reform internal policies and recreate diplomatic relations with other villages. A powerful kunoichi like few before her, Mei Terumi is known for having a very clam and composed demeanor, with the ability to quickly assess situations with a keen eye. Although she is usually very calm and composed, she does have an apparent sensitivity when it comes to her love life, becoming easily angry if she thinks someone is referring to it in a derogatory manner. Her ascension to Mizukage in one of the most powerful great nations of the Ninja World was not by luck or mere chance. A skilled Taijutsu user, she was born with the ability to mix together Fire and Water natures but also Fire and Earth natures, being, therefore, the only ninja shown so far to possess two elemental kekkei genkais from birth, able to use both Boil Release and Lava Release, she is an elemental master like none other before her.

- Mei is a primary Single Handseal Specialist and a Sourceless Materializing Specialist, capable of using all water techniques with a simple handseal and without the need for a water source with 20 extra damage passively.
- By combining earth and fire natures, she can create Lava in the form of acidic mud with a +20 damage increase.
- She is also able to make use of Boil Release to release a corrosive mist with a +20 damage increase. that can burn away almost anything it touches.
Restrictions:
- The member needs to be Genin Rank
- Requires the member to have Water, Fire and Earth releases.
- The user must spend 4,000 Kumi
