This would mean Mei is in a clam genjutsu she can't leave, nor can she react to the Water Gunshots coming her way, or any Joki Boi. Joki Boi is layered with oil. Odds are oil won't be affected by the water, since the vast majority of acids do affect it significantly, odds are Mei's won't to.
