Yeah Mei wins low difficulty. Acid mist takes care of the two rather easily. Her water dragons are good enough to dispatch them as well.

I am curious how you managed slower when Mei doesn't actually have speed feats.
That said.... Without regen and large chakra reserves Sakura can't make her way to Mei. While it is true that Sakura has intellect, strength and evasive abilities on her side, and Kiba has his nose and a technique which is supposed to rip people to shreds via wind pressure and teeth. They really don't have a way of accounting for Mei's acid mist. And with the linear way Kiba attacks he is most likely to be put down first, and he doesn't seem that bright. A Water dragon jutsu, will put him down while he's coming in to attack, a blob of lava will put him down. In addition, Water encampment wall would probably take him out when he tries fang over fang. Dynamic marking would be useless as she could over power the pee with a suiton.

Even though I don't agree that Mei is faster than Kiba, from a feats and power scaling perspective it makes sense to say she is faster since Kiba wasn't able to blitz any of his chunin level opponents in part 1 even though he was quite fast for a genin. As a chunin, he has next to no feats despite having an impressive score of 4.5 in the data book.

Mei, on the other hand, logically speaking, as a kage level ninja, should be able to blitz and genin/chunin level ninja with ease since her rank and prestige is much higher. Also adding on, Mei fought Madara in a coordinated effort with the other kages so the battle Mei was in is much more fast paced compared to anything Kiba or Sakura went through. I think this is what USSJ is trying to say.

Even though Mei isn't even a taijutsu user, she could probably beat Sakura in a taijutsu skirmish not that she will since she can easily use her ninjutsu on her and Kiba at the same time.

SAkura has to jump high to be a threat, lava catches her out of the air after that she gets melted with acid so she wont be able to use byakogu.
