Butt, ye, kk, he also almost killed karin and sakura. He's just stupid little boy who once tried to kill itachi, then tried to avenge him destroying the village itachi protected, then started talking about revolution which would just continue killing innocent people.

That system was disbanded 10 years before the start of p2 , read the manga. Zabuza is the one who forced them to cancel that system but its likely Mei did undergo it before the change , it depends on the timeline which im a bit iffy with..

since when has anyone evil in naruto got what they deserved? sasuke got off with no punishments after becoming a murderer.

Sasuke killed a frog, some Samurai (unconfirmed but likely), J (unconfirmed). Danzo is debatable too since he kinda killed himself, although Sasuke did push him to the brink of death.
