She was chosen because she was all that was left for Kiri. Not trying to be rude, but all of the Top-Tiers for Kiri were dead or gone missing.

She has shown a great feat by combining two of her Jutsu, such as forming her own large body of water during the kage fight against Madara (a feat that is only shared with Kisame), she also has displayed more water style feats than Tobirama who was hailed as a master at it.
Boil Release alone would neg the following:
Zabuza
Haku
Tsunade (she has to come in for CQC at some point and that will be the end)
Sakura
Tenten

Mei herself could defeat Tsunade, Sakura, Tenten, Konan(without prep), current Kakashi, Zabuza, Haku, Konohamaru, Chojuro, Gaara (debatable), Kurotsuchi, BZ, Ino, Shino, Kiba, and Sai

She has shown barely any feats to suggest she is kage level, all she has os lava release and water justu with her mist. That's similar to zabuza who but he didn't have the unique ninjustu. Kisame is stronger than her, mei has shown no taijustu, genjutsu, speed or hand seal speed feats. someone like kakashi would solo her low diff like zabuza . Her ninjustu or techniques would only work against fodder I can't see her beating gai, deidara, sasori, hidan, hebi sasuke, kabuto or konan in a 1 vs 1.

Her fight against madara she openly gave up and stated to let madara go and capture the tailed beast. In the war she did nothing, she couldn't beat a extremely weakened sasuke who wouldn't waste his time against her. Mei is vastly overrated, she would lose against alot of leaf jonin

Stop making things up she has shown she isn't fast, her attacks are slow as well a weakened sasuke had no trouble dodging them without sharingan, but couldn't dodge oonoki particle justu. Her feats are boil and lava release, she doesn't know all five elements either, she has no taijustu, genjutsu, hand speed, speed or strength. She can be beat by asuma imo. Kakashi without sharingan knows 1000 justu and all the elements. He also is good at everything mei lacks he would beat her stop being delusional
And having KKG doesn't put her another level yugito, gai are both jonin but alot stronger than mei
