Instead of having single hand seal and faster handseals for elements
why not have a overall hand seal speed increase in place of single hand seal or faster elemental hand seals.
It's sort of a trade of. Mange contest: Itachi & Sasuke have fast hand seals all around not just for elements.

I have a 15 hand seal custom
and there are cannon moves with 8+
i have a simple method for the speed of hand seals

1 hand seal = 1 hand seal normal speed
1 hand seal = no hand seals advanced speed
2 hand seals = 1 hand seal advanced speed
3 hand seals = 2 hand seals advanced speed
cut it in half every time. for od numbers round up.

Itachi nor Sasuke can use 5 basic elements + 4 CE + a potential elemental KG and whatnot. Faster handseals overall? Both of them can't even use 3 of the 5 basic elements, let alone having faster handseals for them. Following that, the principle we follow now is much closer to the manga than what you are proposing.

The amount of skills they use is very limited compared to what an RPer can learn. On top of that they really fall most of the time back on the things they know best, their specialities. It's not that they can use overall faster handseals, it's that they can use their specialties like that. It's also on that that the current principle of reduced handseals is based.
