It seems that Minato and Tobirama indeed teleported themselves, Hiruzen and Hashirama on top of their respective heads on the Hokage monument, but what's surprising about it is that neither Minato nor Tobirama used seals for the jutsu. Proof of it is that they even managed to transport Hiruzen and Hashirama on different locations than them at the same time. So it seems that the mystery under FTG isn't well known by us. Because of this i decided to created some suppositions to understand the working that i will explain below

Like i've said, i think that the technique itself doesn't require seals. If Minato put seals on kunais or others it's because:

- His markings are infact made of his own chakra. He stores chakra in the kunais thru the markings before hand and by doing so, he can then spam the technique in a battle without using chakra at all at that moment. It is even more believable since according to Kyubi, , which proves it's something that he could indeed do

- I also noticed that the Hiraishin version used without seals doesn't make the user instantly appear on the wanted destination but in the contrary has to fly to reach the destination(they had time to talk for a while before reaching the destination). I think the reason of this is because in this case the destination isn't prepared in advance in the contrary of when it's marked with a seal. Because of this, the user needs to regulate his chakra to fly and cover the determined distance. In short in this case, the chakra used for the jutsu depends on the distance the user needs to cover. So in order words, it works a little bit like Shunshin no jutsu.

So all in all, FTG level 0(used by both Minato and Tobirama) helps to fly quickly to reach a location(the amount of chakra used depending on the distance). FTG level 1(updated by Minato thru seals) makes him appear instantly on a fixed marked area(with chakra already stored in advance). FTG level 2(another updated version from Minato) makes him travel instantly on a travelling marked area(with chakra already stored in advance)

That's what i believe is the major difference between FTG without seals already placed and FTG with seals already placed

Nice theory, but didn't Minato always have a seal placed at his statue head? When he teleported there during the Kyuubi attack, and he teleported the tbb away.

So instead of it being instant like the ones we have seen before which are instant and need seals, this one is dependent on the user's own physical body?

It's a nice theory and it makes enough sense if mabye a bit vague. I don't actually think the two are connected based on the fact that there's no one to link the two people (Hiruzen was younger when Tobirama died and when Minato would've been born Hiruzen would've been in his 40's and no one else mentioned has known how to use it during that time) but if I'm wrong certainly not a bad guess at how it works.

But it is still the "poof here" and "poof there"? Instead of the exact spot its just around that area.
I don't know what you mean by "poof" but in short what i'm saying is that the user enters a dimensional void(where he flys) to reach a wanted destination. Because the destination isn't marked with chakra already in advance, the user doesn't instantly appear on the target
By fly, you mean move through the space void?
Yup he flys inside the space void

Just so you know, FTG level 2 was a mistranslation.

The proper translation states "FTG has two steps". The second step being Minato hitting the opponent with a Rasengan.

Also, just only based off of these scans we can't tell at what speed in which they moved.

I also believe it was Hiraishin, as Tobirama was grabbing Hashirama's shoulder, while Minato Hiruzen's right before they appeared on their respective stone heads. I don't call this random. Obito also alluded to Minato's "Yellow Flash" nickname when latter seemingly used mere Shunshin no Jutsu. Them being able to teleport their comrades on their respective stone heads can also be attributed to their ability to teleport objects to an area of their choice (as the Bijudama Minato teleported with a barrier for example), while Minato simply teleported to his own mark. It is also to be mentioned that Minato is not only teleporting to exactly his Kunais, there is a certain radius every mark has, within which Minato is able to move with such a speed. Thus, Minato is able to teleport himself 2, 3 meter from his Kunai. Maybe, the radius of the Kunai sticking at Minato's stone head reached Sarutobis place, too. On the other hand, Tobirama can seemingly use Hiraishin no Jutsu without seals at a short distance, as showed against Izuna.

Tobirama and Minato didn't teleport to the kage heads, all four of them jumped to their respective head.

Nice theory..apparently Hiraishin meanings lighting rod in Japanese this could be the reason as to why the technique is restricted towards a seal,due to lightning being attracted to lighting rods

plus its basically impossible to blitz a MS user with jus Shunshin from the front, it's S/T jutsu no doubt.
Minato has the seal somewhere in his face on the Rocky Mountain.

It does appear the viz is hinting towards hiraishin though i am not convinced. Your theory is good, however its very unlikely
I doubt it as well. This is one of the moments where the viz doesn't totally convinces me but on the other hand i won't understand why they will try to write that if it's really wrong

In this case, i can also speculate that Tobirama did put a seal on his face on the Rock Mountain as well. Proof that Minato put a seal on his face on the rock Mountain or he didn't. Like i've said, he teleported Hiruzen far away from his location, which is proof he can FTG without seals. And no, Tobirama's technique is a S/T as well, just that because the location is not marked from the start, it takes him time and chakra to go thru the dimensional void and reach the determined target. More the distance, more the time it takes to go thru the dimensional void, and more the chakra used to enter and go out of it to reach it. It would explain why he was incapable to escape Kin-Gin brothers for example. His S/T technique is not really suited for long range teleportations. His S/T wasn't directly compared to Minato's btw, so there is no reason to believe they were equal
