When I want to learn Suiton because my two favorite elements are Katon and Raiton and when used effectivly Water can Increase the strength of Raiton and so can Katon

Water is strong against fire because it naturally extinguishes flames except a gas fire.Water is weak against earth because earth structures can dissipate the force of water making the Jutsu useless. I know that water conduct's electricity. It can be used with Wind Release to increase the concussive and overall destructive power of a water technique.

I'd use Suiton agiainst Katon and Suiton is stronger and i would use it with Raiton because it'll increase its power
