IMO he does have skills, he needs the prep, but even with minimal prep, he can go on ahead and fight most opponents. The only fight he wasn't prepared for was with Uryu (if I remember correctly)

agreed. but you need skills in anime to kill the main antagonist or you will die a fodder death or will be able to take out only the bodyguards.
