Acquire the ultimate dojutsu? Hear me out, Kaguya had the byakugan and the rinne sharnningan right? But she didn't have the tenseigan, I feel as if the byakugan is an alien trait of the otsutsuchi as it literally has no physical prowess the only thing the byakugan is, is an eyeball with enhanced vision and perception skills, no spiritual powers like sharnningan, rinnegan, rinne sharnningan, or tenseigan. So lets assume this guy has tenseigan that would mean he already has byalugan, tenseigan, and Rinnegan with the only eye powers missing are rimne sharnningan and sharnningan.

Maybe he wants to reawaken Kaguya and become a juubi Jin (since the outer path can summon the mazou) so he can get the rinne sharnningan or some other method maybe through his exclusive power just liketoneri had an exclusive power, if he does gain the rinne sharnningan then he would have all the dojutsu at his disposal, sharnningan included since it basically stems from rinne sharnningan. Or Tomoe rinnegan if you want to get more direct. The villain has the potential to be incredibly OP. Though this probably won't happen but the only way I can see him being more threatening than Kaguya is either:
A:an OP exclusive abikity

B:Kaguya's husband or better yet her father as Kaguya is a princess so she must've had a father who was incredibly powerful and probably oprressive to the point that Kaguya needed her own means of over growing and fearing him.

C:Kaguya's brother (you know how much kishi loves sibling rivalry)

D:I mean unless kaguya had a third son as yang was hagoromo, hamura is yin, but the absence of yin and yang is wuji and the combination is yuan. But one interesting thing to note is that noone stated what happened to Hagoromo's eyes when he died, same with madara, as only hagoromo's spirit transgressed. Also Hamura's eyes are part of the tenseigan machine I think or maybe this guy took his too, and now he's after the mother's eyes. What do you guys think?

I think he's just trying to follow in what he believes to be Itachi's footsteps. He has an obsession with Itachi, so he would try to recreate the Akatsuki and probably try to follow through with the infinite tsukiyomi.

He probably has no idea about Kaguya.

But Itachi detested war of all things, and was pacifistic. The villain's agenda is not like Sasuke's former one- he does not want revenge. Either the villain has incoherent motives, or Itachi and the desire for war (grounded in his monologue on cloning) intersect in a certain way that makes killing a hypocrite like Sasuke necessary. Time shall tell
