Neji used to believe you were controlled by destiny no matter what, but know that i think about it naruto has a lot of advantages sin the day he was born, son of the 4 hokage and uzumaki mother, jinchuriki of kurama plus the tailed beast think he is the child of the profecy Rikoduo mentioned and if that were true he would definetly be destined since the beggining.

Well it's like saying a typical born farmer can NEVER be a CEO. He's talking about it labeling you for life and that you're unable to escape your destiny.

Naruto was labeled as a failure but he quickly rose through the ranks.

I think kishi try to send a message through naruto as a character that perhaps through believe and effort, you can challenge the destiny.
Naruto have a lot of courage and always keep things positive, and I think this manga have a good meaning behind it, which is why after all these years even though I got troll pretty hard sometimes by kishi yet I still reading it lol.

No one is controlled by destiny.
They are all controlled by plot.

Yeah but you have to admit, almost all of the powerful characters had extremely strong parents which kinda goes against the "against all odds" philosophy that drives many to work towards their success in the future.

Naruto son of probably the most deadly ninja in NU (deadly not outright powerful like naruto or madara), is now some kind of super shinobi.

Sasuke and itachi, sons of a legendary, clan are playing a huge role in the war, the people of minor clans are playing minor roles, and the people of not minor but not legendary clans are, changing the war yes, but not as greatly as the others from legendary clans.

I think kishi is pretty big on heritage.

That was Part I pal. Naruto quickly stopped being about hard work and determination (around the time when Minato was revealed as Naruto's dad) to lineage/teachers/associates and overpowering jutsu.

The OP is asking about Neji's logic, which was being branded for life and not being able to escape that destiny.

By the way, Naruto earns what he gets.

Jiraiya recognized Naruto's will to never give up, and Naruto lives up to that.
Kurama never cooperated with his host like he did Naruto, because Naruto was the only one to reach out so such "monsters" for their sake instead of his. Naruto accomplished this since he learned true pain after Jiraiya died and after his confrontation with Nagato. Naruto was able to find the loop hole in adding an element to Futon: Rasenshuriken and learning the Rasengan in such a low amount of time. Naruto mastered Sage Mode while there have been several before him who have failed. Naruto was near the bottom of his class, but accomplished all of this.

How could he accomplish such tasks? Motivation. Being Hokage was his goal, and never failed to mention it to others when the occasion arose. How did he master Rasengan and Futon: Rasenshuriken? He wanted to live up to the legendary Fourth Hokage, and worked to do so. Sage Mode? The mental pain given to him by the death of Jiraiya was enough to motivate him to do so. He actually DID work for most of his stuff.. using his own ninja way too.

It's not all about lifting weights 24/7. What Naruto went through is much greater than that.
