Maybe it was Peins attack on Konoha and Tobis declaration of war, that put a halt to the development of some of our favorite characters.
I mean think about it... Let's say some of our favorite characters that we feel Kishimoto trolled the living sh*t out of, lol, would mostly be characters from the Konoha 11 (especially Neji and Lee and Shino, and even Shikamaru, Hinata, Kiba, etc.).
Now stop for a moment, and analyze the Naruto universe as realistically as possible. How would any of them, (the Konoha 11) get any training done since Peins attack?? Pein completely destroyed the village. So at that point all training was forced to be put aside, so the rebuilding of the village could take place. Let alone the regular shinobi missions they're given.
Then before the village could be completely rebuilt and reconstructed, Tobi declares War!!! Nooooww the preparations for war need to be taken place. And it has to be taken seriously and done properly of course, it IS war after all. So once again, any hope of training for the Konoha 11 has been diminished entirely. They need to be ready for one of the biggest battles of their lives! Strategically, equipment wise, and mentally. The actual physical training was probably very limited or just completely non-existent for the time being. We are now currently still in this war.
So what I'm saying is, is let's face it, If you're not an Uchiha, training is the most important part of gaining/learning new jutsus and techniques. The average shinobi is not just blessed with a power-up through their eyes, or by killing their friend or brother. It takes hard work and lots of training to gain new attacks and techniques. So maybe Kishi isn't really all that bad, or trollish after all. Lol maybe he was just trying to be as realistic as possible for the ninjas who aren't Uchiha of course. Lol
